The locomotive was rebuilt in 1989 at Canadian National’s Pointe St. Charles Shops in Montreal, receiving B-B Flexicoil trucks from a retired GP9, a 2000-gallon fuel tank in place of the original 1000-gallon tank, and an upgraded prime mover and generator, and was renumbered to Canadian National #1413.

#1413 was purchased by the Oregon Pacific in 2010. SW8s #602 and #803 were sold to Western Rail (WRIX) in order to acquire the GMD-1.

In addition to Oregon Pacific lettering, the locomotive would also eventually receive black paint on the cab roof, on the top of the hoods and on the exhaust stacks and red-and-white chevron striping on the end of the short hood. The snow plows and the white snow shield covering the radiator were also removed.

The locomotive was named after Eileen Williams Samuels, mother of Dick Samuels. It is the second Oregon Pacific locomotive to carry her name. The first, GP7u #1810, was sold in 2007.
